When pin trading started, there were already pins being sold and I don't believe there was ever one officially called the first one since there were many out at the same time.
There were Lots of pins issued prior to 1999, which are "tradeable" pins. I personally had a pin collection already before the "official pin trading" started, so your question would be very difficult to "pin point".
Ditto to the above comments...and the official pin trading logo on the back was not used until about 2002. I have personally had a pin from the 1930s of Mickey Mouse.
And as added info - Disney in the late 1980s to early 1990s stopped backstamping the pin "Disney" on the back, and instead copyrighted the grey card.
