I'm guessing the opposite - if this was a last-minute change, changing the artwork would be a lot quicker & easier than the set of pins (which I'm guessing were a test batch), even if by now the 'fixed' pins were in production.Sulley is also different. My guess is that it is the versions from the top set since they are the physical pins that are already made.
