I don't have that particular pin but I have had the plastic parts of pins fall off very easily before. I just glue it back in. Hope that helps. I bet that's a cool pin!
 
I tend to avoid pins with Free-D but I had a brand new pin straight from Disney where a couple of free-d elements fell off. I don't think whatever glue is used is that strong. I just took a drop of super glue and glued them back on and they never came off again. As for what you should do, if it were me, I'd just glue the element back on and just leave it at that.
 
I think that the chances of getting your money back from the seller are pretty slim unless they are extremely 'kind'. I would just glue the flower back on and enjoy the pin :D
 
Free d elements ALWAYS fall off. I've gotten a few direct from disney and they fell off within the same day. Personally, I wouldn't ask for money back, as it's not really the seller's fault.
