ID Who Is This?

Okay, so I am going through my collection as I try to catalog them all for sale and I ran across this character. Back in the day when I was manager at WDW I knew who this was and now my mind is drawing a blank. Does anyone know who this is before I delve into the recesses of Google research? 🙂
