How do I make a pin look like new again?

Need some help pin veterans! I recently acquired some pins that have what seems like rust but I am not sure what it is. Any idea on how to get it off/what it may be if it is not rust? These pins date back to about 20 years ago, so rust would not be a surprise.

(As a note, I have already tried a little soap and water)

Try a product called Brite Boy I have cleaned my pins with it .They clean up very nice...Good luck...
