There isn't a scrapper alert for this pin on Pinpics, but it looks a little suspicious to me. The eyes and the fingers on the hand holding the diploma look just the tiniest but caved in, and the dots of paint had me second guessing the authenticity.

Pins from this era rarely have counterfeits or scrappers. It just wasn't a big issue back then. Pins from this time were more likely to have counterfeits than scrappers and they were only targeting the high dollar pins, nothing low like this.

This looks fine to me.
