Yes, Elsa has silver blonde hair (white) I also think Anna would be nicer for mothers day.(that's just my opinion)

its definitely rapunzel! Also all the special events during the year so far have been rapunzel related on the Paris pins so that will be why its rapunzel and her mother for mothers day

She'll come eventually Heck, I bet we'll see a Mother's and Father's Day Frozen pin one day. However, Frozen just came out and these pins they probably planned a long time ago. Heck, Rapunzel has been out for years now and we are FINALLY seeing a pin of Rapunzel's mother. So give it a few years before a Frozen one happens.

Oh yeah! I think Anna would be better with either parent given, well, Elsa and her parents don't really have that great of a relationship from what we've seen in the films (maybe Elsa with her dad, but not really Elsa with her mom who had minimal interaction).
