DLP edition numbers?

I figured this was a good as place as any to ask, so here goes!
I was at a pin event on Saturday, and as always, was drawn to a DLP limited edition pin. I flipped it over to take a better look at it so I could get an idea of fair value, and while it was an LE 400 pin, it was marked as 432/400. I put it back because I was caught off guard and didn't know enough to ask about a trade.
For those familiar with DLP pins and their edition sizes, is this normal? Do they consider their APs/PPs part of the edition size to cause an "overproduction" like this or is a clear cut case of a fake pin where they didn't bother to be careful?
