The line on Hawthorne Avenue does not extend to the end on the multi-story public parking structure.

Perhaps with 20 additional people, the line would have extended to the end of the parking structure.

It's because alot of people were expecting the Baymax/Hiro surprise pin that someone had a picture of the artist at one of the pin trading events doing the concept art. Alas, no Baymax today... just the Chernabog calendar.
